Housing exchanges

If you are a tenant of Norwich City Council and considering moving, one option may be to exchange your home with another council tenant or housing association tenant.

To help find a match for the home and area you want, you can register for FREE on the House Exchange website and search for an exchange partner.

When you have found someone you would like to swap homes with you, call the customer contact team on 0344 980 3333 or email info@norwich.gov.uk for an application form to put your request in writing. We will confirm within 42 days if the exchange can proceed.

Permission might not be given:

  • if you, or either of the tenants, has a Notice Seeking Possession and/or a court order against them - for example for arrears or anti-social behaviour
  • if the exchange would mean that one or both homes would be either overcrowded or under occupied.

Sometimes there may be conditions to be fulfilled before permission is granted - for example, clearing any rent arrears or putting right any damage to the property.

Your home will be inspected by before any exchange and arrangements are made to test the electricity supply and fittings to ensure they are safe.
