On 22 March 2011 Norwich City Council formally resolved to adopt the Joint core strategy (JCS) for Broadland, Norwich and South Norfolk. It will be used to determine planning applications from 24 March 2011, the date of issuing of the adoption statement.
The plan forms part of the emerging Local Plan for Norwich. It contains strategic policies covering the period 2008-26 and replaces relevant parts of the City of Norwich replacement local plan (RLP) (adopted November 2004) and its proposals map. The plan area is the districts of Broadland, Norwich and South Norfolk, excluding those areas administered by the Broads Authority.

A period to allow for legal challenge followed the decision to adopt, as part of the process, and ended on 5 May 2011.
On 3 May 2011 we were notified that a claim had been submitted to the High Court on behalf of Mr Stephen Heard of Salhouse and received a letter and documents from Mr Heard's solicitors on 4 May. As a result of this legal challenge, parts of the JCS affecting Broadland district council area were remitted. However, the JCS remains adopted for Norwich.
The examination in public on the remitted parts of the strategy will begin on May 21 2013
