Adopted plan

On 30 March 2010 Norwich City Council adopted the Northern city centre area action plan. This document now forms part of the planning policy framework for the council and will be used when determining planning applications in this part of the city.

The plan contains policies and proposals for the regeneration of the area and redevelopment of specific sites over the period 2008-16. The plan area is that bounded by the River Wensum, Bakers Road, Magpie Road, Bull Close Road, and Whitefriars.

The newsletter is produced on a regular basis to update the general public and stakeholders about the regeneration of the northern city centre, following the adoption of the area action plan. It will chart progress on the delivery of the area action plan as well as provide other information of interest.

Delivery of the plan

The area action plan can only achieve its vision for the successful regeneration of the northern city centre through the effective implementation of its policies and proposals. Click here for more detail on delivery mechanisms.

Producing the plan

Several stages were undertaken in preparing this plan. These are outlined below with the most recent being listed first.

Public examination

The pre-hearing meeting was held on 22 September 2009 at City Hall, at which the management of the examination was discussed. Minutes of the meeting are available in the document library.

The formal hearing sessions commenced on 3 November 2009 at City Hall and lasted three days. The sessions covered a range of issues. Details of the hearing sessions are available in the document library.

Submission

The council submitted the area action plan to the Secretary of State on 21 July 2009. The submission documents are listed below. Supporting documents can be viewed in the document library.

Soundness’ consultation

Before submitting the plan to the Secretary of State the council was required to consult on how the plan was produced, the level of input from nearby communities, how easy will it be to put in place and whether or not it is in line with national guidelines. Preferred options consultation

The preferred options consultation took place between November 2007 and February 2008. This stage proposed detailed options. Click for details about the preferred options consultation.

Issues and options consultation

The issues and options formal consultation period took place between June and August 2006. This consultation looked at the issues to be addressed by the plan and some of the kinds of options available to the council to address them. Click for details about the issues and options consultation.
