The planning policy and projects team integrate the council's statutory planning policy work with the development and implementation of physical regeneration projects.
The team is responsible for delivering the council's statutory powers relating to the Local plan (now the Local developement framework). This provides the statutory planning framework to guide and control development and promote physical regeneration in the city.
We have worked closely with our partners at Broadland, South Norfolk and Norfolk County Council to produce a Joint core strategy for the wider "Greater Norwich" area. This identifies the amount of housing, employment land, infrastructure and other uses needed to support the area's growing economy and meet peoples' housing needs. We are currently working on the more detailed development management and site allocation plans for Norwich itself. These will identify sites for different types of development in Norwich and provide detailed policies to assess planning applications. As well as plan making, the team provide advice on policy aspects of planning applications and other proposals.
We also play a leading role in representing the council and advising other authorities at local, regional and national levels on their own strategies and plans.
Our core areas of work
- Ensuring the new statutory planning system (the Local development framework) is fully understood and integrated into council-wide planning and strategy.
- Producing, in consultation with all relevant stakeholders, formal schemes, strategies and projects for area-based regeneration.
- Providing advice, support and guidance on the delivery of sustainable development.
- Delivering background, baseline and monitoring reports to support strategy, policy and project implementation.
- Making co-ordinated inputs to council-wide projects and other major developments.
- Continuous improvement and monitoring of developer contributions and co-ordinating the delivery of approved schemes.
Effective development and regeneration calls for a multi-disciplinary approach. We work with a range of professionals and representatives of business and community interests. Together, our aim is to provide practical solutions to the varied and often inter-related problems of urban areas.
Current work
These include:
- Developing regeneration strategies and programmes - a corporate strategy to determine priorities and responsibilities for action and strategies for areas like the Deal Ground and Utilities Site.
- Planning Obligations co-ordinating priorities for spending developer contributions secured under Section 106 of the Town and Country Planning Act - included community, recreational, affordable housing and children's playspace.
- Co-ordinating planning and strategy development for major developments like St Anne's Wharf, UEA and Norwich Research Park.
