The Local plan and the Local development framework
The City of Norwich replacement local plan (Local plan) was adopted in November 2004. It contains the policies and proposals for development in the city. The Local plan provides policy guidance for developers and the council’s own development management service on where and what kind of development may be permitted.
Some adopted Local plan policies have since been deleted. There are two reasons for this:
1. Due to national changes in the planning system, in November 2007 some local plan policies were deleted in agreement with GO-East.
2. The Local plan is gradually being superseded by the Local development framework (LDF). (Insert link to new ldf page). Two LDF development plan documents have been adopted. These are the Joint Core Strategy (JCS) for Broadland, Norwich and South Norfolk and the Northern City Centre Area Action Plan (NCCAAP).These plans have superseded some further Local plan policies, for example the Local plan affordable housing policy.
The Local plan policies currently in use therefore are:
Saved policies - from March 2011 (918.8 Kb pdf) - The Joint core strategy deleted some policies as well. This list shows the local plan policies in use after March 2011.
As a result, development management decisions will be made using a combination of current Local plan policies, the JCS, the NCCAAP and relevant regional and national policy.

The next steps
Two further LDF documents, the Site allocations plan and the Development management polices plan are in production. When these plans are adopted (scheduled for 2012), Local plan policies will no longer apply.
Earlham Hall guidance note
A guidance note has been produced to guide any potential development at Earlham Hall, adjacent to the University of East Anglia on Earlham Road. This document sets out the current development plan policies, established procedures, government policy and local knowledge to guide future proposals for this site.
This note does not set new policy, it only interprets the existing planning policies that are relevant to this site.
