What does the planning applications committee do?
The planning applications committee meets every three weeks in a committee room on the 1st floor at City Hall in Norwich. They usually start at 10am, unless there is a site meeting beforehand and the start is delayed.
Some planning applications and enforcement issues are decided by the committee. Others are delegated to council officers, according to rules agreed by the council. The Devolution agreement can be downloaded below.
The committee usually deals with major developments, those subject to objections - where planning officers are recommending approval - or where proposals are not in line with policy.

Meeting agendas and reports are usually available one week before the next meeting. The order in which applications are considered may be changed at the start of the meeting. This is to bring forward applications which people have attended the meeting to hear or on which they have an opinion.

Having your say on planning applications
The planning applications committee usually meets every three weeks at City Hall. The committee meetings are public meetings and you are welcome to attend. Agendas and copies of reports are available on this website five working days before the committee meeting or from planning services reception on the second floor of City Hall. The city council will inform the applicant, neighbours and objectors at least three working days before the committee meeting when the application will be considered.
Objectors wishing to speak at the planning applications committee must make their request to the committee officer by 10:00am on the day before the meeting. Only those objectors who have submitted written representations will be allowed to speak, unless in exceptional circumstances the chair has chosen to exercise discretion. Members of the public who have submitted written submissions in advance may appoint an advocate on their behalf if they wish to do so.

Committee code of conduct - please see update note below
Councillors on the planning applications committee have to comply with a strict code of conduct. They must:
- declare if they have an interest in an application which would affect their decision and withdraw from the meeting
- make their decision impartially, in the interest of the whole of Norwich and only after they've considered relevant reports, supporting evidence and officers recommendations
- not express an opinion on a proposal before the meeting
- not represent the view of any constituent or other person who has spoken to them about the proposal as well as declaring any representations they have received.
Although it is acceptable to contact a councillor on the committee to make an opinion known, they cannot speak on anyone's behalf. The ward councillor, if they are not on the committee, can be contacted to ask if they will represent anyone at the meeting.
