Shopping development

Norwich holds the position as one of the top 10 shopping centres in the UK. It offers an excellent mix of high street and independent stores, in a variety of settings - from cobbled streets to the Castle Mall and newly opened Chapelfield Shopping Centre.

The council monitors development proposals, vacant shops and changes of shop type to make sure Norwich remains a highly rated shopping city.

Policies to control the development of shopping in the city - and to ensure that the liveliness of the centre is maintained - are set out in the Local plan.

Major retail schemes proposed in the Local plan include:

  • King Street/St Anne's Wharf area - up to 2,000 sq metres in redevelopment schemes on several sites
  • Anglia Square/ Pitt Street/Edward Street/Botolph Street - up to 4,900 sq metres of additional shopping floorspace on vacant land as part of a mixed use scheme with housing and offices to be promoted as part of the wider ongoing regeneration of the Magdalen Street and St Augustines area
  • Westlegate/Timberhill - up to 1,500 sq metres opposite one of the entrances to Castle Mall
  • New District Centre, Hall Road - a 1,300 sq metre food store plus at least three smaller shop units. 

Local and district centres 

Local and district centres are also monitored for the level of retail and shop unit vacancy.
