Business and other non residents permits

If you would like to obtain a permit for a business and other non residents permits there is no form to complete, but you may be required to provide proofs of evidence.

Proofs of evidence are required for these permits if you are applying for the first time or if there has been a change of circumstance, eg new business address. You may apply in person or by post.

If you are renewing your permit and you are listed for business rates with Norwich City Council you do not need to provide this evidence again and therefore you may obtain permits over the phone or in person.

Residents and their visitors

To apply for a new resident or visitor permit or if your circumstances have changed (change of address or vehicle), you can download and print off an application form below. You will be required to provide proofs of evidence (see below for details) and you may apply for a permit by post or in person.

If you are renewing your permit and you are listed for council tax with Norwich City Council you do not need to provide this evidence again and therefore you may obtain permits over the phone, in person or by post.

Evidence requirements for residents and visitors permits

You will need to provide us with at least one document of evidence from the lists below where relevant:

1. Proof of residency (dated within three months) 

  • Bank statement.
  • Household bill.
  • Mortgage agreement.
  • Tenancy agreement.
  • Norwich City Council rent card.

2. Proof of vehicle ownership (only required if applying for a resident's permit, not for visitor permit) 

  • Valid insurance schedule or cover note that includes the property's address.
  • Vehicle registration certificate (V5C, available from the DVLA).
  • Official bill of sale.

In the case of a company vehicle, you must produce a letter from the company confirming the vehicle details and that you are the sole keeper at your address.

All documents must show your name and the address at which you are applying for a permit.

If you cannot provide proof of the vehicle at the permit address at the time of applying, it may be possible to issue a temporary permit on receipt of proof of residency and vehicle ownership. However, these are issued on the condition that full proof linking the vehicle to the permit address is provided within 14 days.

3. Proof of entitlement to free permit (subject to status of permit holder) 

Decision letters or bank statements detailing: Child Tax Credit, council tax reduction scheme, Employment and Support Allowance (income related), Housing Benefit, Independent Living Fund, Income Support, Pension Credit, Working Tax Credit, Jobseeker's Allowance (income based).

You can pay by cash, cheque, debit (Visa/Delta/Switch) or credit card at the customer centre in City Hall, St Peters Street, Norwich, NR2 1NH:
 
Monday, Tuesday, Thursday and Friday, 8.45am to 5pm.
Wednesday, 1pm to 5pm (closed from 8.45am to 1pm every Wednesday).
 
Please note: there will be an additional charge of 1.884% if you pay by credit card.
