Norwich has a number of Controlled Parking Zones (CPZs) where parking is controlled using permits.

Permits are available to eligible business and residential addresses and their visitors — there are some exemptions and dispensations available.

Norwich has adopted an innovative approach to residential permits, which are based on the length of vehicle and aim to encourage use of space saving smaller vehicles in controlled parking zones; up to 500 extra spaces could become available if residents opted for smaller vehicles.

Important information about permit entitlement in Norwich's Controlled Parking Zones

Permit entitlement is disallowed for the following circumstances:

  1. City centre castle zone (main shopping area): in the castle sub-zone of the city centre controlled parking zone, permit entitlement is restricted to existing permit holders. Any new tenants or residents do not have permit entitlement even if a previous occupant has had a permit. No new permits are being issued to residences for use in adjacent city centre zones as parking space is at capacity.
  2. Business premises in city centre (all of its 9 sub zones) are not eligible for on street parking permits.
  3. Business premises on Queens Road in Zone X are limited to two permits (all other eligible business in other zones have three permits)
  4. Residential properties in outer area controlled parking zones which have become occupied for the purposes of Council Tax since July 2004 and residential properties in the city centre that have been built or converted after 2000 are not eligible for parking permits in the interest of maintaining the supply of on street car parking for existing permit holders; very limited exemptions apply where there is an existing permit entitlement for example if a residence is consolidating a previously subdivided property.
  5. Car free housing developments: several private and social housing schemes have been granted planning permission on the basis that they will be car free, so there will be no on-site parking provision and no parking permits.
  6. Residential properties which are not authorised: if a property has not got planning consent, has not been registered for council tax or has not had a postal address set up by the city council, it will not be eligible for parking permits.
  7. Fellowes Plain: all properties in the Fellowes Plain development each have entitlement for a single FP visitor permit for use in designated FP bays. Fellowes Plain properties are not eligible for Zone R or S permits.
