Register of electors
Norwich’s register of electors (or electoral roll) is a record of everyone who lives within the city who is eligible to vote.
There are two versions of the register of electors - the full register, and the edited register.

A new register of electors is published every year which is effective from 1 December in one year to 30 November in the next. You can only vote if your name is on the register. Voter registration forms are sent to each household from September to December for completion to update the register. Paying council tax does not register you automatically to vote.

If you have moved since the last annual canvass or you are not registered and wish to register to vote, you can download a registration form and return it to the elections office.

Registering for students
Students can register at either their term-time address or their home address. Visit the about my vote website for details.
Who is eligible to vote
You must be 18 years old or over, a British, other Commonwealth, Irish or other European Union Citizen and living in the Norwich City Council area.

Norwich residents who are registered to vote, can vote to elect people to:
- Norwich City Council - ordinary elections are held on the first Thursday in May, unless the Secretary for State orders otherwise. There are 13 wards and councillors are elected in thirds.
- Norfolk County Council - 84 councillors are elected from across the county. Elections are held on the first Thursday in May. Vacancies can arise at any time between ordinary elections.
- Parliament - Parliamentary elections are held on a date decided by the Prime Minister. This must be within 5 years of the last general election. By-elections are held when a sitting MP dies, resigns or ceases to be qualified to serve.
- European Parliament - European elections are held every 5 years on a date fixed by the European Parliament.
Request a postal vote
Anyone can apply to vote by post as long as your name is on the electoral register.
You can apply to vote by post for a particular election, for a set period of time or for all future elections.
Download and print off the application form from the link below and return it to our elections office by 5pm, 11 working days before an election.

If you have any questions about postal voting or would like a copy of the form posted to you, please email the elections office elections@norwich.gov.uk
If you are not going to be able to get to the polling station on election day you can appoint someone ie a proxy, to vote on your behalf, providing your name is on the electoral register.
You can only apply to vote by proxy for one particular election.

The Local Authority (Referendums) (Petitions and Directions) (England) Regulations 2000
In accordance with the above regulations, the number that is equal to 5% of local government electors shown in the current register of electors as at 15 February 2012 is 5106.
Absent vote signature renewals
Since January 2007, electors who wish to vote by post or proxy for any election have been required to provide their date of birth and a specimen of their signature.
As part of this process, the electoral registration officer is required to obtain an updated version of signatures held for applications older than five years.
At the beginning of each year, the elections office send out a form to those electors whose signature is due for update. If the form is not returned then the absent voting arrangements will be cancelled and a new application will need to be made.
