The political make up of the council, following the local election held on 3 May 2012, is as follows: Labour 21 seats, Green 15, Liberal Democrat 3, Conservative 0.
This now means Labour has an overall majority of the seats.

Register of electors
Norwich’s register of electors (or electoral roll) is a record of everyone who lives within the city who is eligible to vote.
There are two versions of the register of electors - the full register, and the edited register.

A new register of electors is published every year which is effective from 1 December in one year to 30 November in the next. You can only vote if your name is on the register. Voter registration forms are sent to each household from September to December for completion to update the register. Paying council tax does not register you automatically to vote.
Register to vote
If you have moved since the last annual update or you are not registered and wish to register to vote, you can download a registration form and return it to the elections office.
Please note - the deadline for new applications to be added to the register to be used at the election on 3 May was 18 April 2012.

Who is eligible to vote
You must be 18 years old or over, a British, other Commonwealth, Irish or other European Union Citizen and living in the Norwich City Council area.

Norwich residents who are registered to vote, can vote to elect people to:
- Norwich City Council - ordinary elections are held on the first Thursday in May, unless the Secretary for State orders otherwise. There are 13 wards and councillors are elected in thirds.
- Norfolk County Council - 84 councillors are elected from across the county. Elections are held on the first Thursday in May. Vacancies can arise at any time between ordinary elections.
- Parliament - Parliamentary elections are held on a date decided by the Prime Minister. This must be within 5 years of the last general election. By-elections are held when a sitting MP dies, resigns or ceases to be qualified to serve.
- European Parliament - European elections are held every 5 years on a date fixed by the European Parliament.
Request a postal vote
Anyone can apply to vote by post as long as your name is on the electoral register.
You can apply to vote by post for a particular election, for a set period of time or for all future elections.
Download and print off the application form from the link below and return it to our elections office by 5pm, 11 working days before an election.

If you are not going to be able to get to the polling station on election day you can appoint someone ie a proxy, to vote on your behalf, providing your name is on the electoral register.
You can only apply to vote by proxy for one particular election.
Download and print off the application form from the link below and return it to our elections office by 5pm, six working days before an election for a new application.

The political make up of the council, following the local election held on 5 May 2011, is as follows: Labour hold of 18 seats, the Green Party 15, the Liberal Democrats four and Conservatives two. Therefore the council has a minority administration – no one political party has an overall majority of seats.

The Local Authority (Referendums) (Petitions and Directions) (England) Regulations 2000
In accordance with the above regulations, the number that is equal to 5% of local government electors shown in the current register of electors as at 15 February 2012 is 5106.
Postal and proxy voting signature update 2012
As part of absent voting security measures, postal and proxy voters are required to provide an updated version of their signature every five years.
Since January 2007, regulations have required councils to collect "personal identifiers" (signature and date of birth) from all absent voters. Each time you vote by post or by proxy, your signature and date of birth provided on the voting statement are checked against these identifiers, to ensure your vote remains secure.
Collection notice forms will be sent out at the end of January asking electors, who's postal or proxy vote signature is over five years old, to provide a fresh specimen of their signature. The form should be signed and returned to us as soon as possible.
Failure to provide the required personal identifiers will mean your absent voting arrangements will be cancelled after a six week period and you will no longer be entitled to vote by post or proxy. This will not prevent you from making a fresh application in the future.
