Your Council tax The city council collects council tax for three different organisations. Norwich’s proportion provides 35% of the money the city council spends on local services each year. Each £1 you pay in council tax is split between:
The amount paid depends on the value of properties. Every property has been allocated to one of eight bands, according to its market value at 1 April 1991. The banding is decided by the Valuation Office Agency, not Norwich City Council. Download the council tax bands here Who must pay council tax? You must pay council tax if you are a resident or an owner of an empty domestic property. If you are joint owners, joint tenants, or a couple living together you are all responsible for making sure your council tax is paid in full. Discounts The city council wants to make sure that you are claiming any discounts to which you are entitled. The full bill assumes that there are two or more adults aged over 18 living in a property. If you live alone you are entitled to a 25% discount. As well as those aged under 18, the following people are not included when counting the number of adults in your home: Full time students and some student nurses (contact us for details); 18 and 19 year olds who are still at, or who have just left, school; people with severe mental impairment; certain people caring for someone with a disability (who is not their partner) or a child under 18 years old; and patients who are permanently resident in a hospital or nursing home. People 'working away from home' are normally still considered as being resident. If you own a second home (for example a holiday home) you are entitled to a 10% discount on the council tax on that property. This is a change from previous years and came into effect on 1 April 2004.
