Sheltered housing
Sheltered housing schemes are groups of flats or bungalows specially designed for people over the age of 60 who are able to live independently, but who would benefit from additional security and support.
We manage 28 sheltered housing schemes across the city providing approximately 1000 homes, all of which have a scheme manager service to help you to agree a support plan to suit your requirements. In addition we can help with applications for other schemes managed by housing associations.
Benefits that our sheltered schemes offer include:
- a 24 hour emergency alarm system
- daily contact, Monday to Friday, by a scheme or mobile manager to monitor your welfare
- communal facilities such as a lounge, kitchen and laundry (except good neighbourhood schemes – see scheme facilities guide, below)
- a range of social activities and events
- guest room where family or friends may stay for a small charge (where available).

Cost
For sheltered or good neighbour housing, the cost will be basic rent plus:
- a 'supporting people' charge – this covers the cost of support, including the scheme managers
- a service charge – this covers the cost of the communal facilities.
If you are receiving housing benefit, you may be able to get help with paying these charges. Find out more benefits.
If you are not receiving housing benefit, you may qualify for help towards costs from Norfolk County Council. Please contact them on 0894 800 8020 for more information.
