Planning - Local Plan for Norwich

Welcome to the City of Norwich replacement local plan

Important Information:
Under the new planning system, the city council has agreed with the Government Office for the East of England that we can continue to use around 70% of the policies in this Local plan beyond 30 November 2007. These are called 'saved policies'.

Therefore be aware that the remaining 30% of the policies in the Replacement local plan no longer apply.

The Local plan provides guidance for developers and the council’s own development control service on where and what kind of development may be permitted.

The Local plan:

  • shows where new housing, leisure services, shops and employment will be permitted within the city
  • protects some green spaces and areas with a risk of flooding or other limitations on development
  • sets the policies of the council against which development proposals are assessed - for example, that a particular site would be suitable for housing development but not for industry or shopping.

The City of Norwich replacement local plan (RLP) for Norwich shows the policies and proposals for development in the city up to 2011.

Local people and businesses were consulted when the plan’s policies or proposals were produced. Objections were heard by an independent Inspector at a public inquiry before the plan was adopted by the council (on 30 November 2004).

The price of the full adopted plan including proposal maps is £50 (plus £10 postage and packing where applicable). Additional sets of the proposals maps can be purchased separately for £15 including postage.

Earlham Hall guidance note

A guidance note has been produced to guide any potential development at Earlham Hall, adjacent to the University of East Anglia on Earlham Road. This document sets out the current development plan policies, established procedures, government policy and local knowledge to guide future proposals for this site.

This note does not set new policy, it only interprets the existing planning policies that are relevant to this site.

The Local development framework

Local plans will be phased out over the next few years and gradually replaced by a new system of related planning policy documents, which are called Local development frameworks. The city council has now published a programme to guide when and how the new Local development framework for Norwich will be prepared and what it will include – the Local development scheme. A Statement of community involvement setting out how and when we will involve the community in preparing these new planning documents and assessing major planning applications was adopted in January 2007, and can be viewed by clicking on the link below.
