Subject: We value your views on changes to our tenancy policy
Dear Tenant,
Norwich City Council is planning some changes to our tenancy policy, and we would greatly appreciate your feedback. We are considering offering new council homes at two different rent rates: social rent and affordable rent.
Please be aware, if you are already a council tenant on a social rent your tenancy will remain unchanged.
What’s changing?
- Social rent: This remains our current standard rent, typically around 50% of the market rent for similar properties.
- Affordable rent: This new option will be higher than social rent but still more affordable than private market rent, capped at 80% of market rates.
The introduction of affordable rent on some new properties will help us enhance our financial stability. This, in turn, will enable us to maintain and improve our existing council homes and build new ones, offering more housing choices for our growing community.
How to share your views
We invite you to review the proposed changes and complete a short survey to share your thoughts. The consultation will be open until 5pm on Wednesday 9 October 2024.

Thank you for your participation. Your feedback is crucial in helping us improve our housing services.
Best regards
