New charges for replacement wheelie bins

From 4 July 2016 city council residents will be charged £40 to replace both black and blue wheelie bins.

We are charging for all replacement black and blue bins, whether or not they are lost or stolen or for any other reason.

This fee covers the price of the bin as well as our administration and delivery costs.

Food caddies

Replacement indoor and outdoor food waste caddies will continue to be free.

Properties affected

All households in the Norwich City Council area, except for those with communal bin facilities.

Advice for householders

Please make every effort to clearly mark your wheelie bins with your address and postcode. This will help us to return them to you.

A wide range of stickers are available from local shops and online to suit a range of budgets. Where possible keep bins securely in your garden or within the boundary of your property.

New bin deliveries

If you have paid for a new bin, the bin crews will deliver it to your door. Every attempt will be made to speak to householders in person. If no-one is home, the bin will be delivered and a card put through the door.

The information given will include where the bin was left, its serial number and the time and date of the delivery.

We also issue all new bins with an address label under the handle.

Missing/stolen bins

If you lose your bin or it is stolen we will collect one month of waste in bin bags until you have paid for a replacement bin.

No further waste will be collected until the replacement bin is in place. The replacement bin must be purchased from us.

If you don’t pay to replace your bin your rubbish will not be collected and you could face legal action.

Wheelie bin handling policy

Biffa’s bin collection staff will handle wheelie bins in an orderly, tidy, and safe manner avoiding damage wherever possible.

They will ensure drives, gateways, and pavements are not blocked and will return all emptied wheelie bins to where they were collected. Bins will be returned in this way where safe to do so.

But where it might cause an obstruction to pedestrians or vehicles, the wheelie bin will be left in a safe location within sight of where it was originally placed.

In the case of assisted bin collections, wheelie bins will be returned to the agreed location within the boundary of the property.
