How can I report fly-tipping and graffiti?

What is fly-tipping

Fly-tipping is the illegal disposal of waste, which can result in an unlimited fine or even a prison sentence. The city council wants to crack down on fly-tipping because it ruins the look of Norwich and uses up much-needed public money to clear. 

Fly-tipping includes bags or boxes left next to bins as well as items dumped on public land.

If you see anyone fly-tipping or find illegally dumped waste or unwanted rubbish, report it to the council using our report fly-tipping form.

What about fly-tipping on private land? 

  • Fly-tipping on private land is the responsibility of the landowner. See our report fly-tipping page for more information. 

How can I report graffiti?

  • Any graffiti on public buildings/land can be reported to the city council using our report graffiti form.
  • Where possible, we will remove offensive or hate-related graffiti within two hours and all other graffiti within 14 working days.

The best way to stop organised fly-tipping is to only use companies/individuals who have a Waste Carriers’ Licence. Don’t be afraid to ask to see this, it’s a valid question which anyone operating within the law will be happy to provide.
