Norwich City Services Ltd (NCSL) provides this service.
Report graffiti to us if it is:
- on council property
- offensive, racist or abusive (including on private property, utility boxes)
Graffiti on council property
This includes our buildings, public roads, pavements, parks and other public areas.
We aim to remove:
- offensive, racist or abusive graffiti within two hours
- all other graffiti within 14 working days
When reporting graffiti
Please give as much detail as possible, including photos:
- exact location
- date it was seen
- what it's on (eg wall, sign)
- if it is offensive, racist or abusive
- type and colour of paint used
Graffiti on private property
Removing graffiti from privately owned property is the responsibility of the property owner. However, if the graffiti is offensive, racist, or abusive, we will remove it as a priority.

Graffiti on electricity or telephone junction boxes
Graffiti on utility boxes is the responsibility of the relevant utility company. However, if the graffiti is offensive, racist, or abusive, we will remove it as a priority.
For all other graffiti, please contact the utility company using the details usually displayed on the box.
Fines and enforcement
Graffiti is a criminal offence and can be reported to the police. A fixed penalty notice of £80 may also be issued by us to anyone caught carrying out graffiti.
