Mandatory statutory biodiversity net gain (BNG) came into effect for major developments in England from 12 February 2024 and was introduced by The Environment Act 2021. This requirement will apply to other minor development types from 2 April 2024.
BNG means a development will result in more, or better quality natural habitat than there was before development. The BNG requirement means development must deliver at least 10% BNG compared with its pre-development biodiversity value. The BNG requirement applies to certain types and sizes of development.

Consultation document
The council is consulting on the draft BNG Planning Guidance Note 2024 which provides additional information on implementing statutory BNG in Norwich. The purpose of the document is to provide advice on delivering the right BNG in the right places, to aid applicants in gaining planning permission, and to assist in the decision-making process.
Hard copies of the consultation document will also be available in City Hall and in the Forum.

The consultation commenced on 29 February 2024 and ends on 28 March 2024. Late responses will not be considered.

What happens next
All consultation comments will be assessed and taken into consideration in a revised version of the document to be considered by cabinet.
It is anticipated that the final document will be adopted in June 2024.
