We provide a citywide closed circuit television (CCTV) system in public spaces and also operate CCTV systems within car parks and at a number of council owned sites across the city.
The CCTV systems contribute to two core council priorities:
- to make Norwich a safe, clean and low carbon city
- to make Norwich a prosperous and vibrant city.
Each CCTV system has its own site or task specific objectives, which will include some or all of the following:
- Reducing fear of crime, antisocial behaviour and aggression.
- Help police the city centre effectively.
- Protecting areas and premises used by staff and the public.
- Protecting property and assets owned by the council.
- Maintaining and enhancing the commercial viability of the city and encouraging continued investment.
- Reducing violent or aggressive behaviour towards staff.
The council’s CCTV system is made up of 118 fixed cameras in total, these cover the city centre (including the night time economy area) as well as communal areas in some of our residential properties across the city. There is also a small bank of redeployable cameras that can be placed in neighbourhoods for a temporary period to address community safety issues as part of a wider multi-agency response.
Fixed cameras are recording 24 hours each day, 365 days a year, from a purpose-built control room. Recorded footage is automatically retained for 31 days until it is automatically overwritten by the system. Monitoring takes place at peak times.
Within the control room there are also:
- direct picture and radio links to the police
- radio links with the Norwich retail store detectives system, pubs and clubs
Other CCTV systems are owned and operated by us, but are not monitored through the control room. These include cameras in:
- public areas of City Hall
- council owned multi-storey car parks
