About us

Norwich City Council is the data controller for issuing fixed penalty notices (FPNs). Under data protection legislation, we are processing your data in line with the following:

  • Refuse Disposal (Amenity) Act 1978
  • Control of Pollution Act 1989
  • Noise Act 1996
  • Environmental Protection Act 1990
  • Anti-Social Behaviour Act 2003
  • Clean Neighbourhoods and Environment Act 2005
  • Anti-Social Behaviour, Crime and Policing Act 2014
  • Health Protection (Coronavirus, Restrictions) (England) Regulations 2020
  • Anti-Social Behaviour, Crime and Policing Act 2014

As a public authority we have a legal obligation to process your personal information.

What will we do with your data?

We use your data to process FPNs. We intend to keep your data for two years from the date the FPN process is closed. This is stated in the Retention Schedule on our website.

What are your rights?

You have the right to request access to your personal information to:

  • ask for errors to be corrected
  • restrict how your information is used
  • object to how it is processed
  • request that your data is deleted

You also have the right to lodge a complaint with the Information Commissioner's Office if you are not satisfied with how your data is processed.

What are the consequences of you not providing data?

Failure to provide additional personal data when requested may result in court proceedings against you or a further fine.

How will we share your data?

Information provided is shared internally within the Council. Data may be shared externally with our legal representatives, the Court Service and with enforcement agents for the collection of debts in order that they may carry out their statutory duties.

Apart from where previously stated, we do not pass your details to third parties unless we are lawfully able to do so for the prevention and detection of crime and fraud, or for the collection of taxes.
