The Licensing Act 2003 requires a licensing authority to prepare and publish a statement of its licensing policy at least every five years. During the five year period, the policy must be kept under review and the licensing authorities may make any revisions to it as considered appropriate. The most recent policy was published in June 2015.
Review of licensing policy – cumulative impact policy
After a report by Norfolk Constabulary highlighted an evidential link between the level of disorder with the number of premises licensed for the sale of alcohol/late night refreshment within a defined area of Norwich, the city council considered a proposal to introduce a cumulative impact policy (CIP) aimed at reducing antisocial behaviour in Norwich’s nighttime economy.
After a consultation on the matter, a revised licensing policy statement to include the CIP was approved by full council on 23 June and was adopted on 1 August 2015.
