Unsanitary premises or gardens are those which are considered verminous (including rats, mice, insects or parasites including their eggs, larvae and pupae) or in such a filthy condition as to be prejudicial to health usually means that there is rotting food, human or animal excrement.

Hoarding can be described as collecting and being unable to discard excessive quantities of goods or objects. Hoarding can become severe to the point where it becomes a concern for others when health and safety are threatened by the amounts of ‘clutter’ accumulating.
