How does Norwich City Council use NCIL?

Norwich City Council has the flexibility to decide how we allocate this funding.

Each February, when the council sets its annual budget, officers present the total NCIL value as paid in the previous year and ask for agreement to assign money over the coming financial year. Officers also report spending to date on previously approved projects. 

The allocation of funding is based on: 

  • projects which are likely to come forward which we know are already in progress towards a bid either from internal colleagues or external partners
  • an allocation to the council’s Pledge Norwich fund which match funds smaller projects in the community 
  • multi-year projects which require their following year’s’ funding
  • A significant pot for new projects to come forward during the year based on local priority and need
