Neighbourhood Community Infrastructure Levy (NCIL)

How we assess possible projects

As we have a limited pot, we sadly can’t fund every great idea so there is a scoring system which sits behind our decision making.

It looks at:

  • The suitability of the project under the NCIL legislation.
  • Whether the beneficiaries of the project are at least 80% within Norwich city boundaries
  • How well the suggestion fits with local and citywide priorities
  • How much community support there is for a project
  • Whether we feel the project is deliverable within time scales, budgets and against the delivery plan
  • Whether this project could lead to further funding, including to strategic CIL
  • How many people will be impacted positively by the project
  • Whether there are elements of partnership working

We then also apply a weighting based on the area of deprivation of the location of the project’s main area of impact.
