Personal licence

A personal licence allows an individual to be a designated premises supervisor (DPS) at a licensed premises that sells or supplies alcohol.

Application and guidance notes

Applicants must not be under 18 years of age, and not had a personal licence forfeited within the last five years.

You must also hold an accredited licensing qualification and must declare any convictions for any relevant or foreign offence.

Documents required

The following documents are required to be uploaded with your application:

  1. A criminal conviction certificate or criminal record certificate or the results of a subject access search of the police national computer by the National Intelligence Service. Please note this must be dated within a month of when you submit your application.
  2. Two photographs of yourself, one of which is endorsed as a true likeness of you by any individual with a professional qualification or person of standing in the community.
  3. The original or a certified copy of your level 2 qualification for personal licence holders
  4. Proof of your right to work in the United Kingdom.  A licence will become invalid if the holder ceases to be entitled to live and work in the UK.

Fees

The fee for a personal licence is £37 which you will be required to pay online at the time of submission.

Processing and timescales

The police and Home Office Immigration Enforcement are notified of any applications and have fourteen days to object. 

If the police or immigration enforcement do not object to the application and the applicant fulfils the criteria, the licence will be granted.

Change of details to an existing personal licence

For changes of name or address, you must apply to the local council in the area where your personal licence was originally granted and not to the council in which you now reside or the licensed premises is located.

If you are notifying us of a change to your name and/or address, both the paper licence and plastic card counterpart must be returned to Norwich City Council, City Hall, St Peters Street, Norwich, NR2 1NH. If you are unable to return either of these licences then you must state the reason why.

It is a criminal offence not to keep your personal licence details up to date.

Fees

The fee for any replacement personal licence is £10.50.
