First steps taken to bring important services back under council control

The city council has confirmed its approach on transferring a number of services back into direct council control following discussions with Norse.

Our joint venture arrangements with Norse have delivered services across Norwich in recent years, but taking back management of these services will give the council more autonomy over their future. 

As a result, the city council has now formally started the process of bringing services back in-house by serving notice on Norwich Norse Environmental (NNE) for the services it provides. These services will move back under council control on 1 April, 2021.

This is one of a number of joint venture arrangements the city council has with Norse which also includes Norwich Norse Building and NPS Norwich. No formal decision has been made regarding the remaining services but we anticipate they will run to term (2022).

Councillor Alan Waters, leader of Norwich City Council, said: “We have always been committed to our plans to bring back these services, as it will give us greater control and flexibility over how they are delivered.

“During the process of transfer, our priority is to limit any impact on staff and service delivery, and that means we have and will continue to take the necessary time to ensure this transition is as seamless as possible.

“We plan to adopt a phased approach to bringing back our services, which will allow us to dedicate the necessary time to each transition. Having fully considered all the options available, we think this is the most responsible way of carrying out this process.”
