City council’s chief executive to take up new role

Stephen Evans, the city council’s chief executive since January 2020, is set to become the chief executive of Royal Borough of Windsor and Maidenhead (RBWM) Council.

The new appointment is due to be formally agreed at RBWM’s full council next Tuesday (24 January).

Mr Evans said: “I leave Norwich City Council with a heavy heart after an incredible three years. Norwich is an amazing city and the council is a great institution, blessed with dedicated councillors and officers.

“I’m so proud of what we’ve achieved together – supporting the people of the city through the pandemic, being the first council in the country to publish a comprehensive covid recovery plan and continuing to deliver against the council’s ambitious agenda. When the time comes to say goodbye, I know I leave Norwich City Council fit for the future and on a path of positive change. 

“I’m delighted to have been given the opportunity to be the next chief executive of the Royal Borough of Windsor and Maidenhead – my home borough. I was born and brought up in the royal borough and have benefitted from the opportunities it has given me. The opportunity to work for your home borough only comes up once or twice during your career and I felt I had to grasp it.

“I’m looking forward to working with elected members, colleagues and partners to ensure others in the borough benefit from those same opportunities.”  

Alan Waters, leader of Norwich City Council, said: “First, I would like to congratulate Stephen and wish him well in his future role as chief executive of Royal Borough of Windsor and Maidenhead Council.

“Stephen joined Norwich as chief executive just before the Covid pandemic. He demonstrated excellent leadership in mobilising the organisation through this  most challenging time and repurposing our services to meet the needs of residents across the city. 

“The council greatly benefited from his forward thinking about the city’s post-covid recovery – both in terms of our partnerships across the city, county, and region and making the council fit for purpose, in very changed times. 

“Stephen has made a big impact in a short time and on behalf of all elected members of the council I wish him all the very best in his new job.  

“One of our key focal points now is to get underway with a rigorous recruitment process so we can appoint a new chief executive for the city council and for the wider benefit of our amazing city.”
