Our commitment to supporting vulnerable residents and customers

Norwich City Council has introduced a new Vulnerability Framework to strengthen how we support residents who may be facing difficult circumstances.

This framework ensures that our services are more accessible, responsive, and inclusive for people experiencing vulnerability – whether due to health, financial hardship, or major life events. It sets out how we will identify and respond to these needs consistently and compassionately across all council services.

What this means for residents and customers

  • tailored help based on individual needs and circumstances
  • stronger partnerships with local organisations to provide joined-up care.

This approach reflects our wider commitment to reducing inequality, tackling poverty and building a fairer, more inclusive Norwich for all.
