Greater Norwich Homelessness Strategy 2020–2025 - putting people first

Homelessness is complex - but together, we can make a difference. This strategy brings together councils, charities, health services, and community groups across Greater Norwich to prevent homelessness and support those most at risk.

Homelessness can affect anyone - and when it does, it’s life-changing. That’s why the Greater Norwich Homelessness Strategy is built around one simple but powerful idea: people come first.

This strategy is a joint effort by Norwich City Council, Broadland District Council, and South Norfolk Council, working closely with health services, housing providers, charities, and faith-based groups. Together, we’re committed to preventing homelessness and supporting those who are at risk.

After listening to feedback during last year’s public consultation, the strategy was approved by each council’s cabinet and is now guiding our work through 2025.

What we’re aiming for

Our goal is to help people take control of their lives before they reach crisis point. That means offering tailored support - what we call a “wrap-around” approach - to individuals and families can access the help they need early on.

Our four key priorities

  • Domestic abuse
    Supporting survivors with safe housing and specialist services.
  • Single and youth homelessness
    Helping young people and individuals find stability and avoid long-term homelessness.
  • Preventing homelessness
    Identifying risks early and stepping in with practical support.
  • Financial inclusion and economic growth
    Tackling the root causes - like debt, welfare changes, and unemployment - so people aren’t pushed into homelessness.

Working together for change

This strategy isn’t just words - it’s backed by action plans and regular reviews. A dedicated team of officers and partners from across Greater Norwich meet through the Homelessness Forum to make sure we stay on track and respond to changing needs.
