Star ratings and inspections

When is a business rated?

After an inspection, either before a licence is granted or renewed, after a complaint, or if a reinspection is requested.

Do new businesses get rated?

Yes, after their first inspection.

What if a business has multiple licensed activities?

Only one rating is given, based on the lowest standard met across all activities.

What information is shared with the rating?

  • the star rating
  • reasons for the rating
  • areas not meeting standards
  • risk scores
  • appeal process and deadline

Are ratings published?

Yes. Ratings are shown on the licence and listed on the council’s website.

Appeals

Can a business appeal its rating?

Yes. Appeals must be made in writing (email or post) within 21 days of receiving the licence.

Should a business talk to the inspector first?

Yes, informal discussions are encouraged before submitting a formal appeal.

Who handles the appeal?

A senior officer not involved in the original inspection.

How long does the appeal process take?

The council must respond within 21 days of receiving the appeal.

What if the appeal is unsuccessful?

The business can challenge the decision by means of a judicial review.

Reinspections

Can a business request a reinspection?

Yes, if improvements have been made. This may result in a higher, lower, or unchanged rating.

Is there a fee?

Yes, reinspections are charged at full cost recovery.

When will the reinspection happen?

Within 3 months of the request.

How many reinspections can be requested?

There’s no limit, but each one has a fee.

How should a reinspection be requested?

In writing, with details of improvements and supporting evidence.

Can a request be refused?

Yes, if there’s not enough evidence. The council must explain why and what’s needed for future requests.

Is a reinspection always required for a new rating?

Yes. Ratings can’t be changed based on documents alone.

Will the reinspection be unannounced?

It depends. It may be scheduled or unannounced based on the issue.

Can the rating go down after a reinspection?

Yes. The rating may go up, down, or stay the same.

Licensing and legal

Can a licence be changed or revoked?

Yes. A licence can be suspended, varied, or revoked if:

  • conditions aren’t met
  • regulations are breached
  • false information is given
  • animal welfare is at risk

Are pets allowed as prizes?

No. Norwich Council opposes giving animals as prizes under its Animal Charter.
