Zoo licence

If you want to open a zoo that displays wild animals to the public for 7 or more days a year, you’ll need a licence.

How to apply

  • You must notify the council at least 2 months before applying.
  • Include details about the zoo’s location, animals, staff, visitor numbers and how you’ll meet conservation and animal welfare standards.
  • You must also:
    • publish a notice in one local and one national newspaper
    • display the notice at the proposed zoo site
    • send a copy to the council
  • Your zoo will be inspected before a licence is granted. You’ll be given at least 28 days’ notice.

Licence conditions

To get a licence, your zoo must:

  • educate visitors about biodiversity
  • provide proper care and housing for animals
  • prevent escapes and control pests
  • support conservation efforts (e.g. breeding, research, reintroduction)

You must keep records of animal health, births, deaths, acquisitions and escapes.

Licence duration and renewal

  • First licence: valid for 4 years
  • Renewed licence: valid for 6 years
  • Apply for renewal 6 months before expiry

Appeals

You can appeal to a magistrates’ court within 28 days if:

  • your application is refused
  • conditions are added, changed, or removed
  • a licence transfer is denied
  • you receive a zoo closure direction or enforcement notice
