The Development Management Policies Local Plan (DM policies plan) was adopted in November 2014. It includes detailed policies to help guide how land and buildings in Norwich can be used or changed.

In accordance with Regulation 10A of the Town and Country Planning (Local Planning) (England) Regulations 2017 and paragraph 34 of the National Planning Policy Framework 2024, from 6 April 2018 local authorities must review their Local Plan within five years of the date of adoption to make sure it stays up to date and meets local needs.
If a council reviews the plan but decides not to make changes, they must explain why.
Norwich City Council reviewed the 2014 Development Management Policies Local Plan, following government guidance. The review was approved on 21 January 2025.
The review found that most of the policies still work well. However, it recommends doing a full update once there is more clarity on the new National Development Management Policies, which are part of upcoming national planning reforms.
