Overview

Responsible for driving economic growth, managing strategic assets, and delivering major development projects. This includes leading business engagement and partnerships to attract investment, securing regeneration funding, and providing strategic leadership for property operations and asset management. Ensures the council’s non-housing property portfolio is effectively managed, aligned with corporate objectives, and supports long-term economic and community development.

Key responsibilities

  • Economic development – Lead business engagement and partnership working to stimulate economic growth. Collaborate with key partners e.g., Norfolk County Council, Norwich Business Improvement District (BID), Department for Levelling Up, Housing and Communities (DLUHC), to attract inward investment and secure funding for strategic initiatives.
  • Major projects – Oversee delivery of large-scale regeneration projects funded by the Towns Fund and Levelling-Up Fund. Manage strategic schemes such as Anglia Square and the Revolving Fund for brownfield site development. Influence and promote the East Norwich development to create a major new district for the city.
  • Development strategy – Develop and maintain a pipeline of development sites and commission new projects. Work with Homes England, Registered Providers, and other partners to unlock sites and deliver housing. Provide planning advice on affordable housing delivery.
  • Strategic asset management – Implement the Strategic Asset Management Strategy and lead asset reviews. Manage non-housing property assets, including community, heritage, and investment portfolios. Oversee Norwich Market operations and deliver the market strategy and business plan.
  • Property operations – Ensure effective facilities management for City Hall and other operational assets. Manage repairs, maintenance, and capital projects for non-housing assets, ensuring accurate asset data and compliance with standards.
