Overview
Responsible for shaping the strategic direction and overseeing the effective operational delivery of the council’s revenues and benefits services.
This includes ensuring timely and accurate billing of Council Tax and Business Rates, fair and accessible financial support to residents, and driving robust recovery processes to maintain the council’s financial stability.
Key responsibilities
- Billing, collection and enforcement of Council Tax and business rates - oversees timely and accurate billing, collection and enforcement to support local service funding.
- Administration of the Norwich Business Improvement District (BID) - billing and collection.
- Administration of Housing Benefit and collection of overpayments - manages the delivery of housing benefit in line with national regulations and local needs, and the migration to Universal Credit for working age claimants.
- Administration of Discretionary Housing Payments - to provide support to residents with a shortfall in rent.
- Administration of Council Tax support scheme - ensures fair and efficient administration of support for residents on low incomes.
- Prevention and detection of fraud - leads efforts to identify and prevent fraud across revenues and benefits services.
- Managing risk – ensuring adequate risk assessments in place.
- Debt recovery - coordinates debt recovery strategies to maximise income and ensure financial accountability.
