Contract procedure rules

These rules guide how we plan, define, procure, and manage contracts. 

How we buy

We use different methods depending on the value and complexity of the purchase:

Value range Method Requirements
Under £25k Direct purchase Must be justified and documented
£25k - £100k Competitive quotes Minimum of 3 quotes
Over £100k Formal tender or use of framework Advertised and evaluated

We may use framework agreements, dynamic markets, and concession contracts for any value procurements where appropriate.

Supplier resources

The Procurement Act 2023 took effect on 24 February 2025, changing how public contracts are awarded.

Suppliers can access key resources on the GOV.UK supplier information page, including:

  • webinar recordings explaining the changes and platform demo
  • guidance on new rules and processes
  • training and events for suppliers, including SMEs and VCSEs
  • knowledge drop videos tailored to supplier types
