Street trading and market stall licence
This licence allows you to sell goods or services in public spaces or run a stall in a stationary designated market area.
Licence conditions
- Only the goods listed in your licence can be sold.
- Generators are not permitted.
- Trading must stay within your stall area.
- All items must be cleared away at the end of each day.
- Public liability insurance with a minimum cover of £5 million.
Licence duration and renewal
- Licences are valid until the end of the calendar year.
- To renew, submit a new application when your current licence expires.
Appeals
- You cannot appeal a decision, but we’ll explain why your application was declined.
- You can reapply as many times as you wish.

Pedlars certificate
Alternatively, you can seek a pedlar's certificate direct from Norfolk Police
A Pedlar’s Certificate allows individuals to legally sell goods door-to-door across the UK.
It’s valid for 12 months and requires applicants to trade on foot and meet residency criteria.
