Draft budget presented to cabinet:
Councillors review the proposed budget and make recommendations.
Final budget approved by full council:
All 39 elected councillors vote to agree the final budget.
Budget year starts:
1 April 2026 – 31 March 2027
The new budget comes into effect.
How the budget is set
The budget is decided by the full council - 39 democratically elected councillors who represent the people of Norwich. Before any decisions are made, the council runs a public consultation to gather feedback from residents and local businesses. Your input helps shape the final proposals.

Long-term planning
The Four-Year Financial Sustainability Plan (2017–2021) was agreed in September 2016. It laid out how the council aimed to manage its finances responsibly over several years.
