Norwich City Council is at the heart of one of the UK’s most vibrant and historic cities. We are a progressive local authority committed to delivering high-quality services, supporting our communities, and shaping a sustainable future for Norwich.

We work collaboratively across departments and with our partners to tackle challenges and seize opportunities - from housing and climate action to economic development and cultural enrichment.

Our values of integrity, inclusivity, and innovation guide everything we do.

We’re a team of people who care about making a difference - whether that’s helping others or improving the local environment. There is a proud history of doing things differently and pushing the limits of what a local council can achieve. Our community is at the heart of everything we do, which is why our 2024 - 29 corporate plan ('We are Norwich') is led by the communities we support.

Our vision

We are guided by the Norwich 2040 City Vision, a long-term strategy developed with residents, businesses, and partners. It sets out shared aspirations for a city that is:

  • creative
  • fair
  • connected
  • liveable
  • sustainable

Strategic priorities (2024–2029)

Our current community-led plan, We Are Norwich, outlines five strategic priorities:

  1. people live independently and well – supporting health, wellbeing, and independent living.
  2. Norwich is a thriving and inclusive city – promoting economic growth, culture, and equality.
  3. Norwich is a liveable and connected city – investing in housing, transport, and public spaces.
  4. Norwich is a fair and sustainable city – tackling climate change and promoting fairness.
  5. the Council is a collaborative and high-performing organisation – ensuring transparency, efficiency, and innovation

We’re proud to be shaping a city that’s not only rich in heritage but also ambitious about its future.
