Who needs to follow these rules?
Anyone who drives, owns, or operates a taxi or private hire vehicle in Norwich must follow these rules. This includes:
- Hackney carriage (black cab) drivers
- Private hire drivers
- Vehicle owners
- Operators (companies that take bookings)
Key responsibilities for drivers
- Report Convictions or Cautions
If you get a caution, conviction, or penalty (including motoring offences), you must tell the council within 7 days.
You also need to report if you're added to any list that bans you from working with children or vulnerable adults.
- Fit and Proper Person Test
The council checks if you're suitable to hold a licence. This includes looking at your criminal record, driving history, and other relevant information.
- DBS Checks
You must complete a Disclosure and Barring Service (DBS) check regularly. This helps ensure passenger safety.
View the guidance on how we determine suitability.
Vehicle requirements
- Fitness Test
All licensed vehicles must pass a special safety test (like an enhanced MOT) to make sure they’re roadworthy and meet council standards.
- Vehicle Standards
Your vehicle must meet specific design and safety standards set by the council.
Operator responsibilities
- Operators must follow licence conditions and can only use licensed drivers and vehicles.
- Bookings must be handled properly and records kept as required.
Important policies
- NR3 policy
If your licence is refused or revoked, your details may be added to a national register. This helps councils share information and keep passengers safe.
- Byelaws and Regulations
These are the legal rules that apply to taxis and PHVs in Norwich. They cover everything from vehicle standards to driver conduct.
