Basic councillors’ pay equalised

Councillors approved proposals to scrap a special element of their allowances at a full council meeting this week.

Following an Independent Renumeration Panel (IRP) recommendation, the Tier Four element of councillors’ pay, which takes into account committee member appearances, is set to be abolished and incorporated in all councillors’ basic pay.

The change effectively increases the pay of only six councillors as the majority of councillors already receive the Tier Four allowance.

Councillor Lucy Galvin, leader of Norwich Council, said: 

“As a listening council we have taken on board the IRP’s recommendation and made basic allowances equal to all councillors. 

“We will not be accepting the recommendation to increase in the leader’s and cabinet members' allowances as we recognise how tough it is out there for our residents.”

Following the recommendation of the IRP and a vote at tonight’s council, the Basic Allowance will be set at £10,271 and the Tier 4 Special Responsibility Allowance abolished. 

The cost of this to the council would be £12,000 as the majority of councillors already receive a Tier Four allowance.
