A fly-through video has been released of plans to develop Carrow Sites which includes the former Colman’s mustard factory site in Norwich, which is East of England’s largest brownfield regeneration site.

The video is hosted on the proposed development’s engagement website www.carrowsites.commonplace.is where people can have their say on the proposals.

It comes as two engagement events start today (Friday 2 October), giving people the opportunity to come along and see the plans in person and share their views with members of the development team.

These events are on:

  • Friday 2 October 2026 from 2pm – 8pm at The Boardroom, Norwich City Football Club, Carrow Road, Norwich, NR1 1JE
  • Saturday 3 October 2026 from 10am – 2pm Chantry Place Shopping Centre, Lower Ground Floor (opposite Boots), Norwich, NR1 3SH and at stall 123 in Norwich Market.

For those unable to make the events in person, there will also be a webinar on Tuesday 6 October 2026 from 7pm – 8pm and a recording will also be available.

Jayshree Patel Head of Planning and Enabling at Homes England said: 

“We want local people to play an active role in helping to shape Carrow Sites. The feedback we receive will be important in helping create a well-planned, sustainable place that meets local needs now and in the future.”

Cllr Lucy Galvin, Leader of Norwich City Council, said:

“I urge residents to either get down to the engagement events or take part in the webinar to help shape one of the most exciting regeneration projects in the UK.”

The proposals feature plans to build a first phase on the mustard factory site for up to 300 homes.

The first phase of plans for Carrow Sites, is part of a wider vision to for the East Norwich Regeneration Area, which has been earmarked to provide over 3,500 new homes and thousands of jobs.
