Homes England, the government’s housing and regeneration agency, working in partnership with Norwich City Council, has announced a new programme of Community Engagement Events and activities to shape a site wide framework and first phase for the Carrow Sites, which include the former factory site and Carrow House within the East Norwich Regeneration Area.
As part of the news, two engagement events will be hosted by Homes England and Norwich City Council next month, where residents will be able to view emerging plans to build a first phase of up to 300 homes, which will include a high proportion of affordable housing, on the riverside site in Norwich.
Jayshree Patel Head of Planning and Enabling from Homes England said:
“We are working in partnership with Norwich City Council to prepare these exciting proposals to sensitively regenerate Carrow Sites. Our approach will celebrate the area’s heritage while building new homes local people need. The engagement events are about explaining our emerging proposals and listening. We want to hear from the local community about what matters most to them and how any future proposals could respond positively to local priorities.”
Cllr Lucy Galvin, Leader of Norwich City Council, said:
“The proposals to regenerate Carrow Sites is one of the most exciting regeneration projects in the country and a historic new chapter in the city of stories. It is important residents help shape our vision to build one of the most liveable places in England.”
Residents will be able to see the wider framework and plans for the first phase of the development for the site at the engagement events on Friday 2 October 2026 from 2pm – 8pm at The Boardroom, Norwich City Football Club, Carrow Road, Norwich, NR1 1JE and on Saturday 3 October 2026 from 10am – 2pm Chantry Place Shopping Centre, Lower Ground Floor (opposite Boots), Norwich, NR1 3SH and at a stall in Norwich Market. There will also webinar on Tuesday 6th October 2026 for those unable to make the events in person.
The first phase of plans to regenerate Carrow Sites, is part of a wider vision to regenerate the East Norwich Regeneration Area, which has been earmarked to deliver over 3,500 new homes and thousands of jobs. This wider vision was shaped by public consultation in 2021.
The wider vision for East Norwich also looks to boost outdoor leisure, active travel and open up public access to open spaces, rivers and The Broads.
