Top housing rating recognises Norwich City Council’s work for residents

Norwich City Council has received the highest possible rating for its housing services, recognising the work being done to support residents and keep council homes safe, decent and well managed.

The Regulator of Social Housing has awarded the council a C1 consumer grade, meaning tenants can be confident their homes are meeting national expectations for safety, repairs and day‑to‑day management.

As of April, only 54 housing providers nationally currently hold this top rating, with just nine local councils included. The C1 grade is a positive recognition of the hard work across the council teams to strengthen and improve housing services for tenants and what has been achieved so far. However, we know there is still more to do for our residents.

Davina Howes, Executive Director for Communities and Housing, said: 

“This is really good news for our residents and for the staff who work hard every day to support them. Achieving the highest rating shows that what we are doing is making a real difference to people’s homes and lives.

“We’re proud of the progress we’ve made while also acknowledging that this is not the end the journey. We’re listening to what people tell us and we’re determined to keep improving – fixing problems faster, continuing to tackle damp and mould, communicating more clearly and improving homes so they are safe, comfortable, affordable to run and a place that people call home.”

Following an inspection earlier this year, the regulator highlighted that the council was performing well in the following areas:

  • Making sure homes meet important health and safety standards
  • Providing a repairs service that works well and improves when things go wrong
  • Completing emergency repairs on time
  • Working with partner organisations to help prevent and deal with anti‑social behaviour and hate incidents
  • Treating residents fairly and with respect, and keeping people informed through regular communication

This rating supports the city council’s ongoing commitment to work with residents, improve our neighbourhoods and ensure everyone living in a council home in Norwich feels safe, heard and supported.
