Regular monitoring is carried out to help assess the performance of our planning policies and to assist in their implementation.
Councils need to show a five-year supply of new housing unless they have a recently adopted local plan that plans for housing. Although the Greater Norwich Local Plan (GNLP) was only adopted in March 2024, the Government updated the method for calculating housing need in December 2024. This new method increases the number of homes needed in Greater Norwich above the number planned for in the GNLP. As a result, Broadland, Norwich and South Norfolk councils need to continue demonstrating a five-year supply of housing.
The Greater Norwich authorities have calculated a 4.85-year supply of housing as of 1 April 2025. This latest assessment is a factor in deciding planning applications, but every application is determined on its own merits with all social, environmental, and economic factors considered, and decisions being reached on a case-by-case basis.

The annual monitoring report (AMR) reviews the progress and implementation of policies in the local plan. It also outlines the five-year land supply position across Greater Norwich, provides an update with regard to the duty to co-operate and updates the sustainability appraisal baseline data.
The monitoring year runs from 1 April to 31 March in any year.
From monitoring year 2010-11, the AMR has been prepared at Greater Norwich level which includes Broadland, Norwich and South Norfolk districts. See the AMRs on the Norwich Growth Board website.
