Review of the Greater Norwich Local Plan

The Greater Norwich authorities (Broadland District Council, Norwich City Council and South Norfolk Council, working in partnership with Norfolk County Council) are preparing to review the Greater Norwich Local Plan (GNLP), which was adopted in March 2024.

Why the GNLP is being reviewed

The review is required due to recent national planning reforms, including:

  • a new government methodology for calculating housing need
  • the introduction of a new plan‑making system, which changes how local plans must now be prepared

Call for Sites (9 February – 23 March 2026)

As part of the early preparation stage before the review of the GNLP begins, the Greater Norwich authorities opened a ‘Call for Sites’. As of 5pm, 23 March 2026, Call for Sites submissions are now closed.

Due to the upcoming local elections, the Greater Norwich authorities are not accepting further site submissions at this time.

Further information on the next stages of the GNLP review will be provided in due course.

Future opportunities

As this is an evidence‑gathering stage rather than a public consultation, there is a possibility that the Call for Sites may reopen later in 2026.
