Why the GNLP is being reviewed
The review is required due to recent national planning reforms, including:
- a new government methodology for calculating housing need
- the introduction of a new plan‑making system, which changes how local plans must now be prepared

Call for Sites (9 February – 23 March 2026)
As part of the early preparation stage before the review of the GNLP begins, the Greater Norwich authorities have opened a ‘Call for Sites’.
Who can submit a site?
Landowners, developers, and other interested parties are invited to submit sites that may be suitable for housing, employment or other uses.
Submitted sites will be assessed to identify which may be suitable for allocation in the reviewed Local Plan. These assessments will inform a future public consultation.
Please note: In previous plan cycles, many more sites were submitted than were ultimately allocated.

Future opportunities
As this is an evidence‑gathering stage rather than a public consultation, there is a possibility that the Call for Sites may reopen later in 2026.
