Do I need a licence?

You must get a licence if:

  • There are 5 or more tenants forming 2 or more households

You don’t need a licence if:

  • The property is owned or managed by a housing association, council, police, NHS, or fire service.
  • The building only contains self-contained flats (but individual flats may still need a licence if five or more people live in one).

How to apply

Apply online using the HMO licence application form.

Before you get a licence:

  • your property will be inspected.
  • you’ll need to provide details about:
    • the property
    • details of the licence holder and manager
    • mortgage information (if applicable)
    • property layout and room sizes
    • fire safety and heating details
    • safety certificates (gas, electrical, fire detection)

The council aims to process applications within 20 weeks.

Every licence issued will have conditions attached. The conditions vary from property to property.

Licence fees

The total cost is £1,141, split into two payments:

  • £636 when you apply (non-refundable)
  • £505 after your application is processed (covers a 5-year licence)

Fees are reviewed yearly and may change with inflation.

Renewal and changes

•    Renewals cost the same as new applications.
•    Changes (like new owners, layout, or number of tenants) must be reported.
•    If the licence holder changes, a new application is needed.
•    There is no fee for making changes to an existing licence.
