Guidance to help with your HMO Licence application

Not all HMOs need a licence, so please check the information below to understand what you’ll need before beginning your application.

What you’ll need to complete the form

Make sure you have the following details ready:

Property and licence holder information

  • Addresses of any other HMOs already licensed by the proposed licence holder
  • Full details of the property, including:
    • Property address
    • Fire safety measures
    • Soft furnishings
    • Number and types of rooms
    • Number of occupants
    • Full details of kitchens, bathrooms, and other amenities
  • Details of the proposed licence holder and manager
  • Mortgage provider details (if applicable)
  • Details of any additional owners or other interested parties

Documents to upload (PDFs)

  • Property layout plan (accurate room sizes, usage labels, fire safety measures, escape routes, kitchen/bathroom layout)
  • Electrical Installation Condition Report (EICR) – within 5 years
  • Gas Safe certificate – within 12 months
  • Fire alarm test certificate (BS 5839) – within 12 months
  • Emergency lighting test reports
  • PAT (Portable Appliance Test) reports
  • Energy Performance Certificate (EPC) or valid exemption
  • Legionella assessment
  • Waste carrier licence
  • Tenancy agreements
  • Proof of membership of required schemes (e.g., Property Redress Scheme, Tenancy Deposit Scheme)
  • Fire risk assessment
  • Title deeds or Land Registry documents
  • Management agreement (if relevant)

Payment

Have a debit or credit card ready.

The initial application fee is £636.

Once your application has been approved, an officer will be in touch to discuss the second payment that is required based on the length of licence issued:

  • 5 years: £505
  • 3 years: £420
  • 1 year: £322

Additional notes

  • If your property has more than 15 rooms, complete as much of the form as you can and use the “additional information” section or upload a separate document to provide the rest.
  • You can save your application at any time and return using your unique reference number.
