Attending and speaking at council meetings

Council meetings are a great way to stay informed and have your say on issues that matter to Norwich. Whether you're curious about city decisions or want to raise a question, your voice counts.

Who can attend?

Anyone can attend public meetings of the full council, cabinet, or committees.

Some meetings may be private if they involve confidential matters.

Want to ask a question?

You can ask a question at most council or cabinet meetings if:

  • you live in Norwich or are eligible to stand for election
  • your question is about council business or something that affects the city
  • you submit it in writing or by email to democraticservices@norwich.gov.uk by 10am, five working days before the meeting
  • Annual General Meeting and Extraordinary meetings don't include public questions.

One question per person or organisation per meeting.

What kind of questions are not allowed?

Your question might be rejected if it:

  • is offensive, defamatory, or just a statement
  • is about personal issues or names individuals
  • has already been asked in the last 6 months
  • exceeds 150 words or misses the deadline.

Special cases

  • Planning or licensing meetings have different rules - check the agenda or contact the committee officer (name will be found on the top of the agenda).
  • Annual General Meetings don’t include public questions.
