Want to play a vital role in democracy? Norwich City Council is looking for enthusiastic people to help deliver smooth and secure elections. From polling day roles to counting votes, there are opportunities for everyone. No prior counncil experience needed. Find out what positions are available and how to register your interest when opportunities become available.

Working at an election is a great way to:

  • support your local community
  • gain valuable experience
  • be part of the democratic process

At the moment, there are no live elections and therefore no roles available. However, you can still register your interest so we can contact you when opportunities arise.

Role allocation

After you apply, we’ll assign available election roles and email you to confirm if you’ve been successful.

If you’ve indicated a preferred role or colleagues to work with, we’ll try to accommodate that. Some roles may be allocated based on previous experience and performance.

What roles are available at at election?

Before the election - hand delivery of poll cards

Before each election the City Council delivers poll cards to everyone that has registered to vote. 

We need polite and professional people to distribute the poll cards, with each person given on average 2500 cards to hand deliver in a set area.

Job description

Purpose

To hand deliver poll cards in a set area within one week.

Principal duties:

  • To collect poll cards from Norwich City Hall
  • To ensure that you have been given the correct poll cards for your area by checking the list provided
  • To plan your route and put into street order
  • To hand deliver each poll card given. Any properties that are inaccessible, need to be returned to the elections office to be sent out in the post.
  • Complete all deliveries within the timeframe set by elections office
  • To be polite and professional when dealing with people on the doorstep
  • To ensure your ID pass is on show and you make it clear on who you are to the elector if approached

Hours

All deliveries must be made within one week of commencement date.

Rate of pay

19p per poll card. Areas on average have 2500 poll cards to be delivered, so an average payment of £475. There will also be an £11 payment for collection.

On polling day - presiding officers

At each election we have polling stations based all over the city and our polling staff are responsible for making sure everyone who is entitled to vote is able to.

We need experienced and new staff to work in these polling stations, all day on election day. Staff are needed from around 6.30am - 10.30pm as they are required to be on shift during the whole of polling day.

Working in a polling station is not subject to the European Working Time Directive and due to this there is no guaranteed breaks during the day, and staff are not permitted to leave the station during the day. Staff are required to bring food and drink for the duration of their shift.

Presiding officers are responsible for the management of the polling station and supervision of the work carried out by the poll clerks. 

Job decription

Purpose

To manage and oversee all aspects of the poll in the polling station they have responsibility for, ensuring their poll clerks comply with all instructions issued by the returning officer.

Principal duties:

  • Comply with any instructions from the returning officer
  • To take charge of a polling station
  • To ensure that all electors are treated impartially and with respect
  • To maintain the secrecy of the ballot
  • To supervise the poll clerk(s) at the polling station
  • Where applicable, attend training sessions and briefings provided by the electoral services office
  • Liaise with the contact person for their designated polling station before election day to confirm arrangements for key collection/opening and closing the building
  • Visit polling station venue in advance to plan set up for polling day
  • In a multiple polling station, make contact with other presiding officer(s)
  • Make contact with poll clerk(s) to check travel arrangements to and from polling station
  • Collect, and check, the ballot box and contents before the poll and keep secure

Duties on election day:

  • Transport the ballot box and contents to the polling station
  • Erect the polling booths - this involves some lifting
  • Organise the layout of the polling station taking all voter needs into account
  • Be aware of access issues at the polling station
  • Be responsible for health and safety at the polling station for all staff and visitors
  • Ensure the polling station is opened on time
  • Ensure that all signs and instructions are clear, visible and remain in place
  • Keep the polling station neat and tidy
  • Instruct and supervise the work of the poll clerk(s)
  • Account for, and be responsible for, all ballot papers, issued and unissued
  • Check and mark the electors’ electoral numbers in the register of electors and on the corresponding numbers lists
  • Issue ballot papers to voters
  • Ensure that voters cast their votes in secret and put them into the (correct) ballot box
  • Provide assistance to voters where appropriate
  • Receive postal votes delivered by hand
  • Manage the attendance of those entitled to be present in the polling station, eg candidates, agents, representatives of the Electoral Commission and observers, and ensure they do not interfere with the voting process
  • Be polite and professional when dealing with all visitors to the polling station and remain impartial at all times
  • Monitor the activities of tellers outside polling places

At close of poll:

  • Ensure the polling station is closed on time
  • Supervise the dismantling of the polling station and ensure the building is returned to good order
  • Complete the ballot paper account and associated paperwork and pack in accordance with instructions given by the Returning Officer
  • Deliver the ballot box and associated paperwork to the count location as designated

Training

Online training must be completed prior to election day.

6.15am – 10.30pm

Rate of pay

£293.25 flat fee + £42.50 in person training fee + £10 mileage + £34.50 for visiting the polling station in advance.

Total rate of pay £380.25.

To assist and support the presiding officer in all aspects of the poll in the polling stations they have responsibility for, ensuring that all instructions issued by the returning officer are adhered to.

Principal duties:

  • To liaise with their presiding officer prior to polling day
  • Be at the polling station at least 30 minutes before opening and assist with the setup and layout of the polling station in preparation for the opening of the polling station
  • To check that the elector is included on the Electoral Register
  • To ensure that that the elector has the correct photographic ID (e.g. passport, driving licence or Voter Authority Certificate) prior to issuing the ballot paper
  • To authorise the postal vote return form for anyone bringing in a postal vote to the polling station
  • Write the correct ward and elector number on the corresponding number list against the ballot paper number to be issued
  • Ensure only one ballot paper is removed from the ballot book and passed to the presiding officer for issue
  • Provide cover for the presiding officer when required
  • Assist the presiding officer in ensuring that voters cast their vote in secret and maintain the secrecy of the ballot at all times
  • Answer voters’ queries in an impartial, friendly and business-like manner
  • Ensure the polling station is kept tidy at all times
  • Remain at the polling station at least 30 minutes after the close of poll to assist with the necessary close of poll procedures
  • Clear and tidy the polling station area as instructed by the presiding officer
  • Carry out any other polling station duties as required.

Training must be completed prior to election day.

£204 day rate + £20 for online training + £10 mileage.

At the count - count assistants (day and night shifts)

The count is where we verify and count the votes and organise the equipment that has been returned from the polling stations.

Count assistants help with the counting of ballot papers. They will sort and count votes accurately and at a reasonable speed, working as part of a team and as instructed by a senior count supervisor.
