Who are council officers?
Council officers are the professional staff who keep Norwich City Council running smoothly. Unlike councillors, they’re not elected - they’re hired for their expertise and work behind the scenes to turn council decisions into real-world action.
They play a vital role in delivering services, shaping policy, and ensuring the council operates efficiently and legally.
The council is structured into four directorates:
- Climate and environment
- Communities and housing
- Resources
- Major projects
Chief executive, Louise Rawsthorne has four direct reports:
- Executive director of climate and environment – Nicholas Austin
- Executive director of communities and housing – Davina Howes
- Executive director of resources – Emily Yule
- Executive director of major projects – John East
